Tender general conditions
Tender offers must be submitted on time to the tenders committee of the civil aviation authority and must be signed by the tenderers. the tender form which is sealed by the tender's seal and the attached schedule must be put in a sealed envelopes, clearly mentioned in writing on the face of tender offer envelope, tender title and number, the date of the tender opening session and address of the tenders committee.
The tenderers must adhere to the conditions stated in the tender documents and write the total prices on the tender form in accordance with the provisions of these documents. Tenderers must not add or alter the tender documents in any kind, failure to do so by the tenderers will result in disregarding the offer unless the tenders committee decide unanimously to accept it for the reason of public interests. Should there be any special qualifications or amendments, they must be stated in writing in a letter attached to his tender offer and indicated on the enclosed tender offer.
The tenderer shall submit his offer in Qatari riyals and the total prices quoted in tender form shall only be considered no attention shall be given to any other figures or errors committed by the tenderer in calculating his total price. The tender not be allowed to make any amendments to his price after submitting his tender. Should the arithmetic error exceed 5% of total price. The tenders shall be excluded unless the tender committee unanimously decides to accept it for the reason of public interests. Should the amount stated in words different from the amount stated in figures, the lesser amount will be endorsed.
The tender must include fixed lump sum prices.
Tender bond shall be enclosed with the tender offer in accordance with the provisions stated in the tender. The tender committee reserves the right to exclude any tender offer which does not include the required tender bond.
Tender bond shall be in the form of an unconditional and irrevocable letter of guarantee and it must be valid for the entire performance and subject to renew its validity period upon the request of the tenders committee without the slightest objection by the tenderer. And it shall remain valid for a period not less than thirty days commencing from the closing date of the offer.
The slot opening of the tender box shall be closed at the time specified in the documents of the tender . any tender received after the time set for closing the box shall not be entertained.
If it was ascertained after examining the tender offer that the individual prices and their items did not correspond to the lum sum price, the error therein involved an increase over the total of individual prices and their items, in which case the revised would be endorsed.
The competent authority shall notify the awarded tender by registered letter or any other notification method to be presented in order to submit the performance bond guarantee and sign the contract during the specified duration. If he failed to show up in time he will not be considered.
If the tenderer failed to sign the contract in the prescribed time or in the event of withdrawl of the tender offer for any unjustifiable reason he shall be subject to the application of the following provisions:
Legal notice/ warning
Undervaluation
Delete the tender's name from the suppliers and contractors' registers at the authority and to stop dealing with him for certain period or permanently.
